Gary,
You need to fully download the file and then in a second step you will need to use use Adobe Acrobat to open it as it is as a 3D PDF that Google Drive does not offer a preview for. That is likely the reason why you are getting the blank PDF preview.
You may need to use a version of the Adobe Acrobat that has specific 3D PDF capability.
We have just updated the file name to make that clearer. It should look like this:
